Adultery and the Michigan House...illegal recordings?

So 2 Michigan State House Representatives admitted verbally and in writing (Detroit News, 9-9-15) to various infractions including adultery, misuse of office and misuse of State Funds.

Apparently a staffer recorded conversations between themselves and Representative Courser (one of the Reps.).

 I want to know:

(1) Was he aware of the recording?
(2) Where did the recording take place?
(3) what are the rules of evidence for House Investigations?

I mean, do the "Ends justify the means"? The GADFLY will have to dig deeper to see the nuances of the recordings. 

It was definitely wrong what they did but wiretapping is a serious breach of law (if it happened).
